Those appear to be the only options. Either way, it's a metaphor for the collapse of the federal government. This is what I learned yesterday from the Washington Post.

It's a very strange article. It really doesn't say anything at all. John Cusack would be disappointed. It threw me off when I read it; as you implied, not typical Post fare. Frankly I think the bees just got tired of doing all that work for us and retired to Key Largo. But that's just me.
